Episode 2.2 - "Resistance"

The Orlando had been traveling at high warp towards where the Pandora was waiting for them. Even with the newest inertial dampeners and Lieutenant Zekk's engine modifications, Quinn could still feel the slight vibration of the floor as the engine pushed the ship at warp 9.95.
Noting that the preparations for the possible Borg encounter were well under way, Quinn forced his attention to other, larger matters. Tapping his comm badge, Quinn said, "Lieutenant Noventum, could you come to my ready room please?"
Caleb hit his comm badge to reply to the admiral and made the grand trek of 10 feet to get to the ready room. Ensign Noventum noticed as he made the trip how much more smoothly he thought this ship traveled than the old Orlando.
He moved in front of the admiral's desk, "You wanted to see me sir?"
"Yes, Lieutenant, please sit down." Quinn responded. "I'm guessing you've been staying up to date on the situation in Romulan space?"
Caleb sat down on the seat offered. They were a bit more comfortable than the old ones. "I try to stay on top of everything, but truthfully I've been more busy pulling up what I can. I sent a visual file of Captain Picard's battle with the Borg near Earth a few years ago. Knowing the Borg its probably already outdated. I also sent information on the various Borg ship types that USS Voyager ran into in the Delta Quadrant. Did you have some specific information you needed on the Romulans sir?"
Quinn shook his head. "Within the last three days, at least seven Klingon commanders have led raids into Romulan territory. From what I can tell, the High Council doesn't sanction the attacks, but they're not exactly doing much to prevent them."
Caleb smirked, "Chancellor Martok recognizes an opening when he sees it. I would have to guess that despite protests to the contrary, he has been fully briefed on the raids."
"I've already dispatched the Rhode Island, Denmark, and Theseus to Starbase 24 in the hopes that Command will approve my plan to send in a blockade. In the even that the plan is approved, I need your help in gathering ships to do so while keeping our own boarders secure."
"A sensible precaution. I'll look to see where we might be able to pull some more ships in. Even today the Triangle is a pretty lawless place. Have you tried to contact the ambassadors from the Baker's Dozen worlds and the Mantiev Colonies? They probably still haven't forgiven them for the Triangle War nearly 100 years ago."
Quinn shook his head. "I didn't consider them, no. I'm not sure how the Klingons would react to them being included on the blockade. What would your thoughts be?"
"The Klingons would know that any reprisals against them would bring a response from the Federation. I just wish I could get a better sense of who is in charge now for the Romulans. Most of what I hear tells me the military has taken control but they're having trouble on the frontier. I'd also like to know what the Federation Council's official policy would be if any Romulan worlds attempted to petition the Federation for independence."
"The military is trying to maintain some level of control, but they lost a large number of their leaders as well." Quinn responded. "All the minor factions that survived have gained power in the aftermath. The only major player that wasn't devastated was Chancellor Donatra and the Imperial Romulan State. As to how the Council will respond to all this, your guess is as good as mine."
Caleb nodded. His attempt to get more information from the admiral had only partial success. "I'll check and see where we can pull more ships from. Was there anything else I can help you with?"
Quinn shook his head. "Once you have a list of ships, bring it to me and we'll work on a strategy for the blockade."
